Abstract

The purpose of this paper is to review civil rights policy efforts in online schools and programs. We then overview key ideas from research for high(er) researched groups—students needing credit recovery, special education, multilingual learners and then we give very brief mentions of other groups that are un/under-researched in online learning. We end with questions for practical action as well as research that is based in understandings about special populations and civil rights enactment in online schools and programs.
